International Workshop on Public Private Partnership (PPP) in selected sectors in Ho Chi Minh City

The Ho Chi Minh City People’s Committee and the World Bank have jointly organized a one-day workshop on Public Private Partnership (PPP) in selected sectors in Ho Chi Minh City, Vietnam on 27th March 2019.

The objective of the workshop was to share international experiences on PPP investment, effective strategies and models including risk allocation, interest and sharing arrangements; enabling environment issues on PPP processing in Vietnam and HCMC; and possible opportunities and participation of international financing organizations and donors on accelerating PPP in HCMC in the areas of solid waste management and wastewater treatment and social infrastructure (education and health) with the private sector entrepreneurs and investors, newly elected local leaders of municipalities, and the district level government officials.

The opening speech has been given by Mr. Nguyen Thanh Phong - Chairman of the People's Committee and Mr. Ousmane Dione - Country Director, World Bank in Vietnam.

Ms. Le Thi Huynh Mai - Deputy Director of Department of Planning and Investment was a person who gave the main presentation about the “Utilization of the City budget and directions to mobilize resources to invest in infrastructure development of Ho Chi Minh City”.

Continuing the workshop, Mr. Sebastian Eckardt - Program Leader, World Bank HCMC presented the paper on the theme of public expenditures review: “Findings, Recommendations and Implications for Efficient Resource Utilization”

In the afternoon, the workshop has been continued by thematic discussion about:

  • PPP Investment in Solid Waste Management. Drainage and Wastewater Treatment
  • PPP Investment in Health Sector
  • PPP Investment in Education Sector

A total of 300 officials of,civil society, private sector, and media participated in the workshop. The workshop believed to be contributed to orient participants about the importance of PPP to invest and facilitate infrastructure development and management, and to create a group of critical mass to further make aware the policy to the general people.
